In response to this topic , here is a plugin for shoutbox on the popular PB_NL Script.

I ve not tested it but i ve gone through it a couple of times. I'm 90% sure it will work flawlessly.
To install, copy the shout.php to public_html, or htdocs or www folder. Then visit Your-website.com/shout.php?installshout while logged in as admin.
If install is successful, open the shout.php and delete the part you are instructed to delete.
Anywhere you want the shoutbox to appear just goto a new line and type in
